Following October 2023, the Israeli labor market has experienced an unprecedented demand for foreign workers. With many Israeli employees called to reserve duty and restrictions placed on workers from the West Bank and Gaza, Israeli industries — particularly in services and manufacturing — faced immediate labor shortages.

In response, the Israeli government introduced special recruitment quotas for sectors that traditionally did not employ foreign workers. Unlike the formal G2G (Government-to-Government) agreements used for construction and agriculture workers (e.g., from Thailand), these new quotas allow direct recruitment from several countries — including Thailand E2E.

However, recruiting workers from Thailand is not a simple task. The Thai government requires strict authorization procedures before workers can be sent abroad. This involves engaging with licensed Thai recruitment agencies and submitting numerous legally certified documents.

The Process at a Glance

1. Preparing Core Documents:

To initiate the process, the Israeli employer must prepare several key documents, including:

  • A notarized Power of Attorney authorizing the Thai agency to act on their behalf.
  • A Letter of Demand outlining the number of workers, required skills, work conditions, salary, and accommodation arrangements.
  • An Employment Contract in both English and Thai.
  • The Israeli employer’s Commercial License.

These documents must be drafted professionally, signed before an Israeli notary, authenticated by an Israeli court, legalized by the Ministry of Foreign Affairs, and finally certified by the Thai Embassy in Israel.

2. Coordination with Thai Recruitment Agencies:

An official appointment of a licensed Thai recruitment agency must be made, including the signing of a commercial agreement that details each party’s responsibilities. It is crucial to ensure ethical recruitment practices, strictly prohibiting any over payment by workers for the recruitment itself, to comply with anti-human trafficking regulations.

3. Ongoing Document Management:

Additional documents, such as the Memorandum of Association for both the Israeli employer and the Thai agency, passport copies of managers, and any further documents requested by Thai authorities, will also be required.
